What is a European Youth Guarantee?

A:

The European Youth Guarantee is a guarantee that ensures that every young person in Europe is offered a job, further education or work-focused training at the latest four months after leaving education or after becoming unemployed. 

It can be implemented at European or at national level.


What is the focus of the campaign “Your future is my future – a European Youth Guarantee now”?

A:

The campaign “Your future is my future – a European Youth Guarantee now” aims to address youth unemployment in Europe.

Currently there are 5.7 million young people unemployed and an additional 1.5 million in precarious jobs in Europe. With this campaign we are calling on the European Union (EU) and national governments to provide a concrete solution for youth unemployment, by implementing a Youth Guarantee.


What is the gender dimension of the campaign?

PES Women wants to underline that women count when it comes to employment!

Women have been harshly hit by the crisis, especially due to the austerity measures introduced in addressing the crisis. It is essential to guarantee an equal access to the labour market for women and men and this from a young age, in order to prevent creating bigger gaps at a later stage. So, specific causes of youth unemployment among women have to be tackled. PES Women is therefore committed to tackle gender segregation in education, to develop jobs and skills for women, especially in the green economy and to push for a sound maternity leave at European level, in order to improve reconciliation between professional and private life.


Where is the Youth Guarantee applied now?

A:

Such a guarantee has already been established by the SPÖ in Austria since 2008. The first results of this policy are so encouraging that Finland and Luxembourg are introducing a similar youth guarantee, under the leadership of the national social-democrat/labour parties.


How much does it cost and what results can we expect?

A:

Every year, youth unemployment costs the European Union more than €100 billion. Comparatively, a Youth Guarantee could be launched with €10 billion, coming from unused EU structural funds.

With such a relatively small investment, we can bring 2 million young people out of unemployment by 2014.

 


Who is running the campaign "Your future is my future - a European Youth Guarantee now!"?

The Party of European Socialists (PES) together with YES – Young European Socialists – and PES Women.

The Socialists and Democrats (S&D) Group in the European Parliament, the PES Group in the Committee of the Regions and PES activists are actively supporting the campaign and joining its actions.


Why now?

A:

The economic crisis facing Europe has hit young people harder.

In the last years youth unemployment has raised steadily and there are now 5.7 million unemployed young people in the European Union. In some countries as many as one young person out of two cannot find a job. A European youth guarantee can provide millions of young people with a chance to contribute to their own society.
